Palco, Inc. was the first company in the country to provide fiscal/employer agent (F/EA) services for self-directed programs, established in 1998 as a subsidiary of an accredited licensed CPA firm established in 1991.
In 1998, Arkansas was one of the three Robert Wood Johnson-funded Cash and Counseling Demonstration and Evaluation states that implemented participant-directed services for older adults and individuals with disabilities using the Vendor Fiscal/Employer Agent (VF/EA) Financial Management Services model.
Over the years, we have grown exponentially and now provide home and community-based services to more than 10,000 clients in multiple states. Palco has been providing VF/EA FMS to Arkansas since the inception of its participant-directed program, IndependentChoices—first as a subcontractor, then as general contractor in 2003, when Palco was established to obtain a separate Federal Employer Identification Number (FEIN) to file withholding. During program implementation, Palco staff worked with several national experts, and our input helped create the operational backbone for the delivery of VF/EA FMS services for the IndependentChoices Program in Arkansas.
We achieved another “first” in 2009, when we became the F/EA FMS entity for the country’s first U.S. Department of Veterans Affairs-funded Veterans-directed Home and Community-based Services (VD-HCBS) program. Palco is proud to have pioneered the provision of VF/EA FMS for self-directed services in this industry, which has provided assistance to so many across the country.
For nearly two decades, Palco helped define programmatic guidelines, develop industry standards, and advocate for self-direction. We now deliver fiscal/employer agent services in multiple states across the country. We have vast experience in providing services in accordance with §3504 of the Internal Revenue Code, including enrollment, billing, payroll, and tax reporting. Palco is proud to have pioneered the provision of VF/EA FMS for self-directed services, which has provided assistance to so many across the country.
