Palco Re-Awarded Self-Direction Home Care Contract by State of Colorado

Palco, the nation’s first leading provider of financial management services (FMS) to
Medicaid self-directed care programs, announced today the re-award of a contract from
the State of Colorado’s Department of Health Care Policy and Financing for
administration of the state’s Consumer-Directed Attendant Support Services (CDASS)
program.

Palco has partnered with the State of Colorado since 2019, empowering independence
for over 800 members and 3,000 attendants (caregivers). Palco was the first FMS
provider in the country, over 25 years ago, laying the groundwork for self-direction as
we know it today. CDASS provides long-term care services and supports to Medicaid eligible seniors, people with disabilities, and those with chronic medical conditions. Year over year, Palco has received the highest customer satisfaction rating in the state via a survey conducted by a neutral third-party making them the #1 FMS provider.

“Palco is proud to have been selected to continue with such a great partnership with the
state of Colorado” said Alicia Paladino, CEO. “During our time in Colorado we have
been able to address some critical direct care workforce issues by implementing key
worker benefits such as family medical leave, sick time and multiple wage increases.
We know the direct care workforce deserves these benefits and we advocate daily for
their access.” In addition to executing the states agenda for workforce improvement,
Palco has also brought the stakeholders of Colorado access to a free daily pay benefit
and workforce registry tools to grow and stabilize the self-direction workforce in
Colorado.

In 2025, Colorado will implement the Community First Choice (CFC) option
that will dramatically increase the number of eligible members who can choose to self-direct
their attendant care. “We are excited to be a part of such groundbreaking work by the
state of Colorado that will ensure access to self-direction is a right for all Medicaid
eligible members” said Mark Biviano, President and COO.

The services and supports Palco provides ensure that administrative functions such as
HR and payroll are handled properly for the program participants and the caregivers
meeting their needs. As a national FMS, Palco has partnerships in 12 states and
manages over 500 million in annual wages and reimbursements.
